[CMC] Relinquishing Spacecraft 13 IDs from JAXA

CMC members and SANA members,

Per our discussion at the last CCSDS CMC meeting regarding the issue of 
Spacecraft ID assignments, please be noted that JAXA is in process of 
relinquishing totally 13 IDs as follows;

    Version1: 6 ID s
    Version2: 7 IDs
