[CMC Alert] New CMC Polls

Two new CMC polls have been posted to the CWE:

- CMC-P-2019-03-001 Authorization to publish CCSDS 120.3-G-1, 
Spectral Pre-Processing Transform for Multispectral & Hyperspectral 
Image Compression (Green Book, Issue 1)
- CMC-P-2019-03-002 Authorization to publish CCSDS 921.2-M-1, 
Guidelines for the Specification of Cross Support Transfer Services 
(Magenta Book, Issue 1)
