[CMC Alert] AW: Urgent Action Items from the Fall 2014 London Meeting

It is supposed that CCSDS is an organization defining standards, right?
Then how is possible that we have in every single presentation related to resources different terms (MM, MY, FTE, etc., etc.)  and even worst, with different meanings (10 months, 12 months, etc.).
Can we have one common unit in order analyses what is really needed?
For example 24 MM vs. 1,5 FTEs, it is that the same? Is looks drastically different, but it is really?
It will be very helpful to have a CCSDS simple agreement/ standard for that.
Any ideas?
Every agency can "convert" this value into an internal one to analyses the possible resources.

Dear CMC Members:

Below are three of the most urgent action items assigned to the CMC from the recent meeting in London. Nestor's chart for Action Item CMC-A-2014-11-03 is attached. The changes to the Procedures and Publications Manuals are also attached as a reference for Action Item CMC-A-2014-11-08. Finally, for Action Item CMC-A-2014-11-09, the following is the link to the Planetary Communication System project (please make sure you are logged in):

The CMC members were requested to review Nestor Peccia's chart on resources needed for the short term and provide a response to the Secretariat. The Secretariat was also instructed to circulate the chart to observers for potential contributors.
