CMC E-Poll Identifier: CMC-P-2013-09-007
Authorization to publish CCSDS 320.0-B-6, Global
Spacecraft Identifier Field: Code Assignment Control Procedures

Results of CMC poll beginning 23 September 2013 and ending 7 October 2013:

ADOPT: 8 (80%) (CNES, CNSA, CSA, ESA, FSA, INPE, JAXA, NASA)
ADOPT PROVISIONALLY: 2 (20%) (DLR, UKSA)
                REJECT: 0 (0%)
  REJECT WITH COMMENTS: 0 (0%)

DLR: delete the e.V. in DLR so that DLR is
only mentioned as Deutsches Zentrum für Luft- und Raufahrt.
Is that Book going as an ISO standard or kept within CCSDS?
UKSA: I highly recommend that we try to
get annex A on to a single page. Even if that is
not practical, we should change the layout so
that the first page does not end with TO:

That just looks silly.

Results of CMC poll beginning 24 September 2013 and ending 8 October 2013:

                 ADOPT: 9 (90%) (CNES, CNSA,
CSA, ESA, FSA, INPE, JAXA, NASA, UKSA)

DLR: 1. at least for standards we had the
rule, that two member agencies have to show
interesst. Here only CNES is writing the book and monitoring it.
2. From the old BOF activities of planetary
communication, I had in mind a far quicker
development of the green book. Now the publishing date is two years from now.
3. If the book is looking especially for future
mission, then it should take into account the
IOAG discussions in narrowing the proposed coding and modulation types.
ESA: ESA will participate as monitoring Agency

Authorization to approve the Swiss Space Office
of Switzerland as a CCSDS Observer Agency

Results of CMC poll beginning 3 October 2013 and ending 17 October 2013:

ADOPT: 9 (90%) (CNSA, CSA, DLR,

CNES: This is not a condition and CNES
approves the new observer. Nevertheless, it would
be interesting to have some information on the
motivation of the SSO to join the CCSDS, their
specific interest in the domain of Space Data
Systems and if they plan to be active in the WGs.
In addition, the relationship of the SSO with the
"Swiss Association for Standardization (SNV)",
the standard body in ISO (while not in TC20)
could be clarified for future reference.
