Juan, I don't have any problem with any of your suggestions. But so you'll
know what I was thinking when I wrote them....
[Overall Goal 1] In order to enable the next generation of spaceflight
missions, CCSDS is aiming at technology evolution and innovation
through the process of developing, validating, maintaining and
promoting a body of unique space data systems standards, focusing on
interoperability of space systems and cross-support between space
organisations.
Comment [JM1} I think that from the three paragraphs the one that
better reflects a goals is this one. The other ones are rather
requirements to achieve this goal. So my preferred option in order are:
1) Do not explicitly label any goals in this section 9as it
was before)
2) Label only the first one as a goal and do not label the
others
3) Label all three 1,2,3 as it is now
My thought was that first paragraph was an introductory paragraph like the
first paragraph under the Technical goals. But I don't have a problem with
any of the alternatives that Juan proposes.

Comment [JM4] I think that on-board autonomy goes far beyond what the
on board communication architectures are about
In any case I believe autonomy is a system issue and would belong to
Technical Goal 6. But I am not sure we want to make Autonomy a priority
and what would be the needed standardisation to improve the
state-of-the-art there.
Unless we have answers to this questions I propose to remove it.
The SM&C team working MO Services definitely have "automation" as part of
their future services. They intend it to include onboard automation as well
as ground. But I put the onboard autonomy under the onboard (SOIS-like)
section anyway. With deep space missions, greater autonomy is going to be
critical for both human and robotic missions, and I don't think CCSDS should
ignore it. But I found this on our "Future Mission Drivers" chart for the
IOP. If we remove it here, we should remove it from that chart (for future
usage) also.

In the 2nd session of the Special CMC telecon for Strategic Goals, we had
these attendees:

In the telecon, we discussed the changes that are attached in Version 4 of
the document. Track changes is turned on so you can easily see what we
changed in our telecon this morning.
Additionally, I started with a clean Version 4 and created a Version 5 of the
document, with these proposed changes (not yet discussed in telecon):
(1) Labeled goals in other sections with numbers and titles for that section
(Overall Goal, External Relations and Outreach Goal, etc.)
(2) Identifying two items that were on the "Future Mission Drivers" chart
that were not yet on our strategic plan, I added them...
a) Fully Automated Routing across networks end-to-end (under the
SIS area)
b) Onboard Autonomy Capabilities (under the SOIS area)
(3) We discussed the COPUOS activity as a guideline for future similar
support to important organizations, so I added a goal (ERO Goal 5) addressing
that under External Relations and Outreach. Note that I said the goal was
future similar support, since the COPUOS support is past and behind us.
I have included version 5 with both “track changes” and “clean copy”
formats.
If everyone agrees with my changes in version 5, we can start with that
“clean copy” for you to submit changes for further discussions or any
additional comments.
As Juan said, after some number of days for comments and inputs from you CMC
members, we will send the result to the CESG for their consideration of the
technical goals.

Please find attached the updated CCSDS High Level strategic goals as a basis
for our webex-conference later today (see webex invitation from Mike Kearney

I have not seen any inputs/comments on the CCSDS strategic goals after the
webex-conf we had on 7th June (except for Mike and Jean-Marc).
I have made an update of the goals (draft 1 clean version) trying to render
the wording more consistent to one another, and add some challenges/project
needs in the form of bullets.
I hope we can finalise it during the webex-conference
