[CMC] ICPA poll

CMC Colleagues:  This is my report on the preparations of the ICPA for a poll to baseline and approve it.   The Secretariat will set up the poll, hopefully tomorrow, to keep us on the schedule that was agreed to, earlier.

*         On Sept 17 comments and changes will be incorporated.

*         CMC poll from Sept 18 until October 2 to approve the baselined ICPA.

This is a summary of the comments we received:

*         From CNES/Jean-Marc Soula (both CMC and IOAG hats):  Several comments that changed priorities

*         From NASA/Wallace Tai:  Some general comments, some comments that could not be yet incorporated, and a priority comment that agree with JMS

*         From Gian-Paolo Calzolari and Martin Pilgram:  Some questions about the pending status of some documents.

This is a list of the changes that were made after this first review and before the upcoming poll:

*         Spacecraft Perturbation Messages:  Changed IOAG Priority to "TBD" and CCSDS response to "Under Review".

*         Conjunction Data Message:   Changed IOAG Priority from "3" to "Priority 1".

*         Evolutions of CCSDS recommendations for RF & Modulation systems, part 1:  Changed from IOAG Priority 3 to Priority 1.

*         "Pending" status was fixed, and documents which are not yet approved to be worked on by the CMC are shaded a dark gray.

There were some comments from Jean-Marc and from Wallace that would result in additional documents being added to the ICPA.  I propose that we cast our votes for the ICPA to address the accuracy of *only* the documents that are currently in the system.  Documents to be added to the system should be dealt with after the baselining vote is over, using the normal processes.

So, with this, the ICPA is ready for a vote in both the CMC and the IOAG.  Please watch for those polls and respond on the schedule.
