Mike,
thank you very much for having come out with a concrete implementation of the
wishes expressed by the CMC regarding governance of resources. I am aware
it has not been easy to define the details in a way that will work
effectively without overdoing it and overburdening the people involved. I
believe it is a good and balanced approach and I agree with you to review the
lessons learnt after 1 year (first experience could be exchange already at
the fall CMC meeting.
You have my full support on this matter.

CMC Colleagues: As discussed in the Darmstadt meeting, and as agreed to in
the recent CMC poll, I have sent the instructions to the WG chairs to start
up the resources system in the CCSDS Management Framework. The email to the
WG chairs is below, and the instructions in PPT form are attached. It has
undergone considerable change since you last saw it, so you may want to give
it a quick scan. CMC members should especially look at Chart 9, which
describes what the CMC members should do when their agency is selected to
contribute to a project.
In summary,
· Starting now, all new projects will be required to identify
agency resources (with estimated man-month numbers for Book Editor and
Prototypes) before a CMC poll to approve the project.
· Starting after the Fall Plenary (Cleveland), for existing
projects, we will annually review any changes to agency resource
commitments to all projects for all functions (much like we review
schedule changes now).
Important message: This is very complex, even though it is only partial
resource control (Book Editor and Prototypes). I believe that complete
resource management cross-agency for all people participating in all working
groups would simply be too complex and expensive for CCSDS. I’m afraid this
is as much control as we can afford without being crushed by the weight of
our bureaucracy. I also think we should review this process in about a year,
and evaluate whether the weight of the process is worth the benefit.
Email alerts will be set up so that if your agency is identified as providing
resources for any given project, you will receive an email message
automatically, as we discussed in Darmstadt. So as soon as WG chairs start
creating new projects and asking for a CMC poll on them, you will start
receiving those messages. Of course, the WG chair should also contact you
directly. But even in the case where he does not, you will have this alert
to understand where your agency is being asked to contribute to CCSDS
projects.
Existing projects will not generate alerts until all the existing projects
are re-baselined during the Fall CMC meeting (at KSC in December). After
that, you will get an alert when a WG chair adds your agency, or deletes your
agency from an existing project (but only for Book Editor and Prototyping).
But all agency changes for all functions (including Contribute and Monitor)
will be reviewed every 6 months like we review schedule changes to the
projects.

chart in the attached presentation (backup material).

Right now it has only sample data on it. All existing projects will not have
accurate lists of the agencies participating and contributing until after the
Fall Plenary (Cleveland) meeting.
If you want to see what the WG Chair has estimated for FTE or man-months for
a project, you simply click on that project title to go to that project page.
The Resources section of that page will show what the WG chair has estimated
for Book Editor and Prototype efforts, and what agencies are already signed
up for support. Here is an example, but keep in mind that this is only
example data, and it will be updated after the Cleveland meeting.

CCSDS Area Directors and Working Group Chairs:
This note is to kick off a new process that the CMC (CCSDS Management
Council) has asked for. I am sending it directly to the CESG-All mail list,
at the advice of the CESG Chairs, so the Working Group Chairs (& deputies)
will get the info directly and quickly. These actions are primarily on the
WG Chairs.
SUMMARY:
- The CCSDS needs a new approach to better controlling the expenditure of
resources by working groups and document projects.
- The attached presentation outlines the new process, and provides
background material.
- For all *existing* WG Document Projects, the WG Chairs (or their
representatives) must enter data into the online Framework showing which
agencies are performing specific functions for each document (Functions
meaning Book Editor, Prototypes, Contributing text, only Monitoring). FTEs
or Man-Months not required for these existing projects.
- For all *NEW* proposed WG Document Projects that will come to a CMC poll,
the WG Chairs will have to enter all that, plus the FTE or Man-Month
resource estimates for only Book Editors or Prototypes.
- The process also includes coordination with CMC members to verify that
their agency agrees to perform those functions for each project.
- The process for *NEW* documents is effective immediately, for all new
projects being submitted.
- The schedule for *existing* documents is to have the data entered in time
for the Fall Plenary meeting in Cleveland. But sooner is better.
- IMPORTANT: The Secretariat has introduced some Test/Example data into
some of the projects. For your projects, you should examine all data that
is already there and correct anything that is wrong.
Please see the attached presentation for more detailed background and plans
for this new process. Chart 12 is the summary of actions placed on the WG
chairs.

Remember: All *NEW* project submissions require resource estimates and CMC
member coordination for affected agencies.
The CMC is sensitive to the fact that we have added several new requirements
to the WG chair duties over the last year (Patent policy, Security
statements, etc.), and we understand that these CCSDS projects depend, in
many cases, on the conscientious volunteering of the working group team
members. However, given the declining resources that many agencies have for
this work, we see no alternative other than “sharpening our pencils” and
trying to be more rigorous about insuring that we don’t start projects for
which we have inadequate resources pledged by the agencies. Hopefully this
will also help WG chairs have confidence that they have the support needed to
complete their projects. Please consider that as we work towards using this
new process to better quantify our resource usage. We absolutely need to
enact the spirit of this new process.
If you have suggestions on how to do this more efficiently, or to explain it
more clearly, please notify the Secretariat (Secretariat at mailman.ccsds.org).

Area Director.
Also, while you are looking at your edit pages for your projects, notice that
there are some minor changes to the schedule guidelines (highlighted in red
on that edit page). Some of these reduce the delay times, and some increase
them. You might want to reflect on whether to adjust some of your project
schedules based on this new information, in an effort to gain more accuracy
in our project schedules. Keep in mind that the length of these schedule
milestones are only guidelines, and they cannot be nailed down, because with
fixed single-point Secretariat resources, every working group’s schedule is
affected by every other working group’s schedule.
