Please clarify the meaning of the 18th October date.  

Is that the date that we should submit our visa applications?   

Or, do we submit our visa applications now, and we receive the visas on 18 October?

I would like to inform you that Roscosmos people send all prepared documents for the Visas to Russian Consulates in cities which were specified in the Application forms. 
You can get the Visa in Russian Consulate since 18th October. 

PAY ATTENTION, PLEASE! Refernce Number is 229 282.

I hope that you'll get the Visas without any problems. 
If you'll have any problems please ask me for help.
