[CMC] Comments on YB "Organization and Processes for the CCSDS"

Please find below my comments to the YB CCSDS A02.1-Y-2.1a

]Section 1.4.4.1        It should be clarified how the CMC selects an AD 
when 2 or more nominations have been proposed by different Agencies
Section 3.1.2   Note to be added, stating that when a member does not 
comply with its commitments it will be downgraded to "Observer"status (of 
course after several warnings)
Section 4.3.5.3 The process of what to do when a poll results in "adoption 
with conditions" needs to be specified. Today is open to anybody's 
interpretation
