[CMC] Proposed way-forward for a "Service Oriented Architecture
(SOA) for Space Missions."

Area Directors: considering the following item in the IOAG-13 communiqué, I would like to suggest a way-forward with respect to the SM&C issues:
IOAG thanks the CCSDS Spacecraft Monitor and Control Working Group (SM&C) for its presentation of current efforts to develop a top level space mission operations service architecture. The IOAG invites the CCSDS to submit its "Mission Operations Services Concept" Green Book to the IOAG for study by the IOAG agencies, with a view to determining if the scope of the IOAG should be expanded in the future to embrace a potential "IOAG Service Catalog 3" that would cover Mission Operations applications. The IOAG also asks the CCSDS to study whether the current CCSDS work could be expanded to embrace the production of a "Service Oriented Architecture (SOA) for Space Missions."
1. The SM&C Working group should answer the technical issues raised by the CESG on 09 August in the message "CESG recommendations concerning Mission Operations Services Concept, draft Green Book". A teleconference has been scheduled on 14 October to begin this process. Once the issues have been resolved to mutual satisfaction, the MO Services Green Book will be updated (if necessary) and submitted for release. In particular, it will also be sent to the IOAG to support the study referenced in the above liaison statement.
2. In the interim, the MAL Red Book and the Mission Operations Reference Model Red Book have both been placed into Agency review.
3. In response to the IOAG resolution, it is proposed that the CESG will convene a BOF at the October meeting with a view towards chartering a Working Group to create some kind of "SOA for Space Mission Operations" - probably more of a "SOA-like" service architecture framework for CCSDS services on ground and in space. This would essentially be the top-level CCSDS framework for space mission operations into which all of the other CCSDS work would be referenced.
§ It is proposed to locate the proposed Space-SOA-WG in the Cross Support Services Area, since this is "neutral ground" and it also fully within the charter for what the Area was set up to do: http://cwe.ccsds.org/css/default.aspx
§ Expert candidates should be sought for the WG Chair, Deputy Chair and membership; these people must be intimately familiar with the formal requirements for creating a SOA, as well as with the evolving CCSDS program of technical work. There is a pretty good discussion of SOA concepts at:

§ As necessary, the CESG should be prepared to recommend to the CMC a reprogramming the work of other related WGs (e.g., IA; XSG; REG-REP; IPR; SOA parts of SM&C; possibly some part of CSSA; etc.) in order to free-up the resources for the new WG.
§ If agreement is reached, the new WG should be approved by the CMC in October and should be given an aggressive schedule to produce a Space SOA Magenta Book.
Your comments are solicited. If acceptable to the CESG then the CSS Area Director should convene the BOF during the upcoming CCSDS meeting at ESTEC. It has been suggested that in view of the importance of this activity, the BOF should meet on the morning of Tuesday 27 October. This may need some readjustment of other schedules.
