Well, of course it's good that you have all those volunteers, and it's good that you have a detailed plan.  My point was that the FTE numbers don't need to be in the charter, because it's not "controlled" by the charter.  (if you juggle FTEs, you don't have to reapprove the charter).  The significant statement is that agencies put names to the task, and thereby those agencies commit to do what needs to be done (whatever FTE) to accomplish the task and deliver the products.  Behind the scenes, they may have a detailed plan to insure low risk, but that detailed plan is not the commitment.  The statement of names on the task is the commitment.   

I bring this up because it's poorly understood, so don't feel alone.  We should probably document this better in the CMC, as part of going to the new chartering system.

Hi Mike

I guess it was a bit detailed but it shows the level of commitment that people have made. The 0.05 is essentially one morning a week - helf spent on a weekly 90 min telecon and the rest spread over the week doing "homework". I'd be quite happy to just indicate "Other" with the appropriate total. However I believe that people have made a real commitment over the time needed to finish the work.
