Results of CMC poll beginning 20 February 2008 and ending 1 March 2008:

   ADOPT PROVISIONALLY:  2 (22.22%) (DLR, ESA)

      DLR:  I have not seen any discussions and
proposals for the area director before. Maybe I
missed it. But the decission for an area director
should be discussed in the CMC and the agencies
should be asked, if there are other proposals as the one made in this poll.
      ESA:  Although it is an ESA nomination
proposal, it is fair to see (as per CCSDS
procedure) if there are other agencies proposals.
If this is the case then it should be discussed
at CMC level. Thus we should give a deadline for this.

      CNES:  Just questions on the new
requirements that may lead to an extension of the existing standard :
NASA identified a need to improve the resolution
for relative event time ; OK but I'm not sure the
absolute accuracy of the on board clock is known.
Is the need to measure the on board time and its
drift versus the ground time reference (e.g. UTC)
covered by the existing standard ?
Is there a need for a standard that recommends
the means for the establishment of the on board-ground time difference ?
If needed and not covered, should it be this WG ?

      CNES:  Is it assumed that the video
services will make use of the existing  Space
Link Services (RF, coding, compression, etc...)
or will there be additional such services required ?
Do we have to expect new activities and/or WG's
and/or resource requirements in the SLS area ?
... in other areas ? ... to provide the required
standards that will support the MIA ones ?
How will be established the coordination with other areas ?
      DLR:  The following workitems should be
included in work plan of the new working group:
- review current available implementations, to
check how far it can be taken as prototypes for standards in this area.
- check on other available video standards, if
they are adaequate in our scenario
- check on what is really new and why commercial video standards canno be
used,
- extend the scenario to separate video streams from other information

      CNES:  1 - Please,clarify if the objective
is a recommended practice as per §B Goals or a
standard as per §C Schedule and deliverables.
2 - If only a practice, is the standard technique
existing as a stable standard under another SDO
(ISO, other...) that may be referred to or is it
a later objective of the WG that will be added in the future ?
