[CMC] Draft MOU between CCSDS and ECSS

Dear Peter,

Thank you for revisiting the outlines of the ECSS - CCSDS cooperation. I have no major comments to your proposal:
- I agree with you that the introduction of ECSS and CCSDS should be shortened
- I am under the impression that the idea which was in the earlier MOU, stating that standards in the Domain should preferably be developped by CCSDS, disappeared ; I was under the impression that ECSS have not changed their mind on this but maybe, this should not come from CCSDS and it should be left to ECSS to add it again or not, when they review the new draft version.
- I confirm the idea is a liaison at the TA and CESG levels.

In summary, I feel this is a good basis to initiate the discussions on the MOU (or liaison).

Attached is my attempt at writing an MOU between CCSDS and ECSS. I have taken the earlier draft MOU and rewritten sections 2, 3 and 4 to reflect the discussion we had in Darmstadt.

I am not really sure we need all of section 1, after all, we both know who we are, but it was there, so I left it in for now.

There is one point I am unsure about, so I have put a question in red in the body of the text.

Comments please.
