[CMC] NASA Principal Delegate for January 2007 CMC meeting

The re-organization of the NASA Space Communications and Navigation Office, 
managed by Mr. Robert Spearing, is not yet quite complete. Consequently, a 
permanent replacement for Dr. Jack Kelley has not yet been named.

I spoke with Mr. Spearing and Mr. Rush this morning and it was agreed that 
Mr. Mike Kearney of the NASA Marshall Space Flight Center will be appointed 
as the Acting NASA Principal Delegate for the January 2007 CMC meeting. If 
it is acceptable to the CMC, then Mike will also serve as the Acting 
Chairman of the meeting. This is, of course, the same arrangement that was 
in effect in Moscow. I will continue to actively support Mike during the 
meeting, in my role as the NASA Data Standards Program Manager.
