After several attemps, I remain unable to access the CCSDS web site for a CNES vote on the Poll for the Operating Plan.
Therefore, I use the email and hope it is an acceptable back-up.

2.2 NAV
There was a poll in March 2005 on the NAV WG (MOIMS) and CNES had voted with comments. None of those comments are taken into account in the OP.
Proposal:
- remove goals 5, 6 and 8 as SANA & Time Service Architecture are not WG's, and SC-14 request is not clear and should first go through the BOF process
- verify with the CSS if the goal 7 is still required under the new definition of the CSTS WG charter
- remove the line "2005-2008" in the "sched & deliverables" section : under this condition only, this table is compliant with the goals ... and with the information in the Work Flow summary.
5.1 RFM
At the poll in March, CNES vote was NO to the RFM charter. I can't remember of a decision made at the CMC in Athens.
As the group is basically in stand-by mode waiting for SFCG results, this NO is not confirmed this time.
2. WG-Overviews-16Jun05.pdf
The Work Flow summary document in this synthetic form will be very helpfull for keeping track of the schedules and for resource allocation.
One minor comment is that there may be some few cases with one month difference between the Operating Plan and the Work Flow summary.
Another comment is that the "probable follow-on work" indication may be confusing :
- if the work is identified in the Operating Plan the Work Flow summary should just reflect what is there
- if the work is not in the work plan, a new WG charter should be submitted or it should go through the BOF process before it is appended into a group
- there should be no confusion in the mind of the WG chairs between an additional Follow-on work and the risk of extended duration (lack of resources)
- the discrepancies that one can see between the WG's should be cleared based on a common definition of the "probable follow-on work" ; examples of discrepancies (that may lead to correction in either the Operating Plan -OP- or the Work Flow -WF- summary) :
* the security WG in the OP doesn't identify any task beyond Feb 2006 ; the WF shows follow-on work
* same case for the CSTS WG from after the autumn 2006
* same case with the RFM WG from after the fall 2005 ... and for an extension of 2 years : !!!
* opposite case for the NAV WG : the OP identifies activities through 2007 while the WF shows no risk of follow-on work beyond
mid-2006 (Note : this is just an example ; for CNES, the WF is fine as is, according to the comment made above on the WP).
It must be made clear to all, at a later stage, that the resource allocation as provided by the CMC members will only take into the Primary Work Periods of the various WG's.

CESG and CMC Members: the polls for you to vote on approval of the Operating Plan have now been open for 12 days and there are only 2 days left. So far, only CSA and INPE have voted from the CMC side and only SIS has voted from the CESG side.
PLEASE CAST YOUR VOTES IMMEDIATELY. The two documents that support the poll are:
1. CCSDS DRAFT OPERATING PLAN: A01x2y32[16Jun05].pdf
2. WG-Overviews-16Jun05.pdf
The first document is a draft update (16 June) of the CCSDS Operating Plan A01.2-Y. When approved it will become Issue 4 of the plan and as such it will become the basis for Agency resource allocations for the coming 18-month work period. It contains the completely updated charters of all approved CCSDS Working Groups. Note that BOFs are not included in the Operating Plan, as they are not subject to resource allocation.
The second 1-page sheet contains an overview of the CCSDS program of work for approximately the next 30-months. It shows the primary work periods and deliverables for each group, and also indicates any probable extended period of work. BOFs are shown here, as they are likely to spawn new Working Groups.
