[CMC] ISO/TC20/SC14/WG3 representative to MOIMS

Nestor: the chairman of SC14/WG3 (Larry Schultz) welcomes Mario Merri as 
the SC13/CCSDS/MOIMS representative to his Working Group 3.

In return, Larry has nominated Mr. Dave Finkleman of the Center for Space 
Standards & Innovation (CSSI,  http://www.centerforspace.com/aboutus) as 
the SC14/WG3 representative to MOIMS.

I now leave it up to you and Larry to integrate these liaison personnel 
into your working activities, including issuing reciprocal invitations to 
upcoming meetings in Atlanta (SC13/CCSDS, September) and Köln-Porz (SC14, 
November).
