[CMC] RE: [CESG] CCSDS STRATEGIC PLAN: comments needed, Issue2-Draft4-Version1

Gents,

 

>From the SOIS perspective we've checked through the strategic goals and are
willing to stand by what has been documented in this version. However, we've
got a bit of an issue with the CCSDS goals on page 4. In our view, one of
the critical goals should be to promote the use of CCSDS standards within
our own sponsoring agencies. Therefore, we think that a paragraph should be
added along the lines of:

 

Yearly: to promulgate the CCSDS concepts and to promote the use of CCSDS
standards within projects and technical support sections of the CCSDS member
agencies.

 

We firmly believe that advocacy for CCSDS standards within the agencies is
one of the keys to future success, but it must be understood that
promulgating CCSDS standards within the agencies is not a null function,
i.e. effort (resources) must be committed to this activity. However, the
return on effort invested for this type of activity can be very high.

The CMC resolves that the IOAG should take up the responsibility to review
and concur with the following documents:
1.      CCSDS Strategic Plan (Strategic Plan to be forwarded to the IOAG by
31 January 2005);
2.      Interoperability/Cross Support Architecture; and 
3.      Interoperability/Cross Support Services Catalog.

We are obviously late in getting the update to the CCSDS Strategic Plan to
the IOAG. In order to expedite its production, the attached "Issue2 Draft4
Version1" is being sent to the CMC and to the CESG in parallel:

CMC MEMBERS: when the previous draft was sent out last April, over the
following 8-months I received comments from CNES, DLR, INPE, ASI and BNSC. I
believe that I have addressed all of those comments except one (see below).
Please submit any final comments to me 

CESG - AREA DIRECTORS: please update your Area-specific strategic goals,
starting on page 6. (You can find a Word copy of the file at
http://www.ccsds.org/docu/dscgi/ds.py/View/Collection-673 if that helps
you.) One of the common CMC comments was that the long-term Area goals are
not properly linked into the set of short-term goals that are in your
current WG charters. Please pay special attention to defining a clean,
measurable, progressive and traceable set of goals that cover the 2005 -
2010+ timeframe.

Comments back to me by 14 February, please.
