[CMC] Draft Text: ECSS/CCSDS working agreement

Here's the draft text resulting from the CMC's discussion on 13 April re: 
the interface between CCSDS and the ECSS.

It was agreed that a clear, written agreement between the two organizations 
is essential. Jean-Francois Kaufeler has the action to consult the ECSS 
leadership with respect to the following draft elements of such an 
agreement, and to report back to the CMC:

1. ECSS views the CCSDS as the primary developer of international space 
data standards. ECSS agrees not to unilaterally embark on any space data 
standards development without full and early consultation with CCSDS.

2. To achieve such early consultation, ECSS and CCSDS  agree to set up a 
technical coordination group whereby all proposed new space data standards 
work items can be exposed and discussed in a joint forum.

3. That technical coordination group will develop the proposed new work 
item to the point where CCSDS can determine if it will undertake the new 
standards development.

4. ECSS will always defer to CCSDS, if CCSDS agrees that a work item will 
be undertaken in CCSDS. If CCSDS does not agree to execute the work item, 
ECSS will be free to develop it independently as an ECSS standard.
