I completely agree. That's why, from the very beginning of the CCSDS 
restructuring exercise, we changed the name of a Blue Book FROM  a 
"Recommendation for Space Data System Standards" TO a "CCSDS Recommended 
Standard". The old name means that "this is just our recommendation for a 
standard". The new name means that "this is a standard that is recommended 
by the CCSDS Agencies".

The new title keeps the original "recommendation" flavor so as to be 
backwards-compatible with existing Blue Books and not cause confusion, but 
all future Blue Books will be very clearly a Recommended Standard.
