Dear CCSDS Management Council Members:

CCSDS Subpanel 1E completed work last year on a new proposed insert for CCSDS
401.0-B, Radio Frequency and Modulation Systems—Part 1: Earth Stations and
Spacecraft, but because of various circumstances, the request to release it
for CCSDS Agency review was not submitted at the last CMC meeting.  The Space
Link Services Area Director has since submitted the request to the CESG, and
the CESG has reviewed the proposed recommendation and recommends CMC approval
to release it for CCSDS Agency review (CESG Tracking Number CESG-03-003).

Please review the proposed CCSDS Management Council Resolution below and
respond with your approval (adopt the Resolution) or disapproval (reject the
Resolution) no later than September 1, 2003.  Failure to respond by September
1, 2003 will be construed by the Secretariat to indicate your approval of the
proposed Resolution.

Proposed Resolution:

"MC-E03-02.  The CCSDS resolves to issue the proposed new RF&Mod
recommendation 2.2.8, "Suppressed Carrier Telecommand Systems" as a draft
recommendation for CCSDS Agency review.  The Secretariat is requested to make
arrangements for publication."
