Dear CCSDS Secretariat,

Resolution: Appointment of Mr. Daniel Oltrogge as the MOIMS NAV WG Chair

The Mission Operations and Information Management (MOIMS) Area,

CONSIDERING that the Mr. David Berry is stepping down from the position of MOIMS NAV WG Chair,

And that NASA has nominated Mr. Daniel Oltrogge to fill that position,

And that Daniel has the necessary experience in the WG and excellent credentials.

And RECOGNIZING that responsibility for recommending a WG Deputy Chair is an AD responsibility,

And that approving the WG Chair is a CESG responsibility (CCSDS Org & Proc, A02.1-Y-4c2, Sec 2.3.2.3 CESG Responsibilities, Clause n)

And that the CMC has not proposed additional candidates

RESOLVES to request CESG to approve the appointment of Mr. Daniel Oltrogge as the MOIMS NAV WG Chair

REQUESTS that a CESG poll be conducted to accomplish this.

A short summary of Daniel’s CV is attached bellow:

- Serves as Chief Scientist, Director of the Center for Space Standards and Innovation, and space policy expert at COMSPOC Corporation, spanning technical, leadership, and policy roles
- Founded and administers the Space Safety Coalition, an ad hoc alliance of 50+ space companies committed to ensuring long-term sustainability of space activities
- Managed the Space Data Center for 15 years, delivering space situational awareness and analysis support to 31 government, civil, and commercial operators within the Space Data Association
- Holds full academician status in the International Academy of Astronautics (IAA) and sits on its Committee on Space Debris
- Authored three book chapters spanning small satellite operations, collision avoidance/RFI, and space traffic management
- Serves as ISO's official liaison to the United Nations while leading development of standards on orbit lifetime, large constellations, space traffic coordination, and collision avoidance (on-orbit and launch)
- Leads authorship of key CCSDS data standards within the Navigation Working Group — lead author on the Orbit Data Message, Launch Data Message, and Navigation Composite Message, plus co-lead on the Conjunction Data Message
- Builds international consensus across ISO's voting member countries and CCSDS-participating space agencies to advance shared space safety standards
- Led development of the nation's first probability-based launch and on-orbit collision avoidance system (Collision Vision), integrating RFI analysis capabilities
- Holds a B.S. in Aerospace Engineering from Iowa State University and an M.S. in Aerospace Engineering from the University of Southern California
- Awarded the Jerome Lederer Space Safety Pioneer Award (2024, IAASS)
- Focuses on orbital debris mitigation, constellation design, RF interference mitigation, launch and early-orbit operations, and space situational awareness/astrodynamics analysis
