CCSDS seeks to reach as many users of our standards documents as possible and consider your request to be consistent with this.  We are also aware that other people in other countries have translated some of our standards.  So, with the conditions you already mentioned:

Dear CCSDS Secretariat,

My name is Alex Pereira de Holanda. I am a professor at the Fluminense Federal University (Universidade Federal Fluminense – UFF) and a researcher at the Brazilian Institute of Information in Science and Technology (Instituto Brasileiro de Informação em Ciência e Tecnologia – Ibict), working in the fields of Archival Science, Records Management, and Digital Preservation.

I am writing to formally request authorization to translate into Brazilian Portuguese selected technical publications of the Consultative Committee for Space Data Systems (CCSDS) that are of recognized importance to the digital preservation community.

This initiative is exclusively academic, scientific, and institutional in nature and aims to broaden access to CCSDS recommendations and standards among Portuguese-speaking researchers, students, memory institutions, universities, archives, libraries, and public-sector organizations, particularly in Brazil and other Portuguese-speaking communities.

The translations will have no commercial purpose and will be made freely available through open-access academic and institutional channels. All CCSDS copyright notices, acknowledgments, credits, document identifiers, and references will be fully preserved.

The translations will seek the highest possible degree of technical accuracy and terminological consistency, taking into account established terminology in the scientific literature, international standards, and the Brazilian archival and digital preservation communities.

Should CCSDS consider it appropriate, we would also be pleased to submit the translations for review prior to their public release, or to follow any review, attribution, licensing, or publication procedures that CCSDS may require.

In addition to this authorization request, we would welcome the opportunity to explore an institutional relationship with CCSDS that could, in the future, foster scientific cooperation, knowledge exchange, the dissemination of CCSDS reference models and recommendations within the Portuguese-speaking community, and the promotion of international best practices in digital preservation.

We would therefore be grateful for CCSDS's formal authorization to undertake this translation initiative and for any guidance regarding the procedures, conditions, or requirements that should be observed.
