[CESG] new SCID rules

Dear Jim,
CCSDS 320.0-M-7 §3.4.3 says only each QSCID must be unique. SCIDs can already be duplicate now IMHO.
[Image.png]
maintains independent sets of assignments for each combination of Frequency Band (FB) and Transfer Frame Version Number (TFVN).
So, for example, these can coexist:
* SCID 100, TFVN 1, X-NE
* SCID 100, TFVN 1, Ka-NE
* SCID 100, TFVN 2, X-NE
They are different Q-SCIDs, despite having the same numerical SCID. The standard explicitly says each Q-SCID must be globally unique within its assigned TFVN and frequency band during its assignment period 😉.
Regards,
Clemens

Subject: [CESG] new SCID rules
Clemens and I were discussing the "mechanics" of instituting a policy where two spacecraft could use the same scid (with recognition that risk is accepted by both). What we didn't know is how we'd promulgate this.
As it happens 320.0-M-7 defines the SCID assignment process. There's a couple paragraphs that would need to be updated (3.4.3, for instance, says no duplicates)
