Dear CCSDS Secretariat,



Resolution: Appointment of Mr. Frank Budnik as the MOIMS NAV WG Deputy Chair



The Mission Operations and Information Management (MOIMS) Area,



CONSIDERING that the position of MOIMS NAV WG Deputy Chair is open,

And that ESA has nominated Mr. Frank Budnik to fill that position,

And that Frank has the necessary experience in the WG and excellent credentials.

And RECOGNIZING that responsibility for recommending a WG Deputy Chair is an AD responsibility,

And that approving the WG Chair is a CESG responsibility (CCSDS Org & Proc, A02.1-Y-4c2, Sec 2.3.2.3 CESG Responsibilities, Clause n)

And that the CMC has not proposed additional candidates



RESOLVES to request CESG to approve the appointment of Mr. Frank Budnik as the MOIMS NAV WG Deputy Chair



REQUESTS that a CESG poll be conducted to accomplish this.



A short summary of Frank’s CV is attached bellow:



-

1996: Received master’s degree (Diploma) in physics at the Technical University in Braunschweig, Germany.

-

1998: Received a Ph.D in physics at the Technical University of Braunschweig, Germany with a thesis in the field of space science and solar physics.

-

1998 – 2003: Contract staff at ESOC/ESA tasked with the development and validation of the interplanetary orbit determination software in preparation for ESA’s Mars Express and Rosetta missions.

-

Since 2003: ESA staff in the Flight Dynamics Division at ESOC/ESA leading the orbit determination team that is responsible for supporting interplanetary, Lagrange point, and lunar missions. Supported ESA missions have been or are Mars Express, Rosetta in cruise and comet proximity, SMART-1, Venus Express, Herschel, Planck, Gaia, Lisa Pathfinder, ExoMars TGO, Solar Orbiter, BepiColombo, JUICE, Euclid, and HERA.

-

Since 2010: ESA Flight Dynamics representative for the ESA-NASA/JPL spacecraft navigation cooperation.

-

Since 2015: Flight Dynamics Manager for ESA’s BepiColombo Mission.

-

Since 2015: Representing ESA in the program committee of the International Symposium on Spaceflight Dynamics (ISSFD); hosted the symposium at ESOC in 2024.

-

Since 2018: Flight Dynamics Manager for ESA’s JUICE Mission.

-

Since 2025: Member of the CCSDS Mission Operations Navigation Working Group.
