[CESG] Digital Object Identifiers for CCSDS Standards

DOI provides a mechanism for persistent naming for documents that may change their URL (e.g. if CCSDS changes sharepoint again, or something similar).
In short, there are registries that translate DOI into the "current" instance of a document.  If we move something, we tell the registry the new location.
I don't think it actually costs anything to register something.  If needed I can find out more from the folks at JPL who assign DOIs to documents in the JPL Open Repository (JOR) JPL Open Repository<https://dataverse.jpl.nasa.gov/dataverse/jor>
