Dear Clemens,
Unfortunately I cannot do any real serious CCSDS work at this time given our current lack of funding due to US government shutdown. I am able to answer emails quickly but that is about it. I will note, that to the best of my recollection, the SE AD had the action to update the CCSDS yellow book regarding the revised process. Unfortunately Jim (SE AD) is also in the same situation as I am regarding stop work order/lack of funding re CCSDS efforts. I will also note that I have not seen any minutes or list of action items from the fall CESG meeting. I do think it needs to be more than just moving arrows around in the yellow book process diagram and that there needs to be role definitions along with a list of responsibilities for defined roles.
There appears to be some movement towards ending the US government shutdown – presumably the NASA side will then be able to get back to work, modulo some further processing delay for release of funding, etc. I will be happy to support development and review of an updated yellow book at that time. Apologies for not being able to be more constructive at this time.

You have a point that we must look at the documentation and the details, so it really works in the end.
So far the A02 was having figures, showing the workflow and we have moved the technical editor further to the end.
Can I ask you to send me the details that you consider we are missing?
Ideally, please use wording that we can re-use for the yellow book update.
To be a bit more formal, I will create a document for A02 updates “aka pink sheets”, to collect the material.
We can use this document as a reference in the transition process before we have an actual update for A02.

Just to note, it is unclear to me, given the lack of an updated CCSDS procedures manual, how we (the ADs) are supposed to proceed when requesting formal polling for publication or for agency review. And I think these have different gravitas – for publication there needs to be more careful checking. I think by default we tend to look to Brian as the point of contact for this, but does he have a formal role designation along with detailed duties in the “new and improved” process? I think one of the problems leading up to this is that Tom was doing a lot of different duties beyond technical editing with no real conscious definition and assignment of duties – hence the black hole with his departure. The decision at the Fall meeting sounds good, but, the details matter and I think they have yet to really be addressed. If we dismiss this need I worry that we set up a similar situation such at the one we are trying to recover from.

My request came as a consequence of what discussed and agreed at CESG (and also informally agreed by CMC the day after) in Hamburg. This is certainly not yet reflected in the current version of the CCSDS yellow book, but we indeed see the risk that the editor queue will explode if no action is already taken now.

I understand the urgency to accelerate the processing of CCSDS Publications, and I share the desire to move things forward efficiently. That said, we do need to remain aligned with established CCSDS organizational procedures and processes.
If we proceed carefully, it may be feasible to set up the polls in advance, while including a note in the poll acknowledging that the document has not yet completed technical editor review and cleanup.
We have a tag-up scheduled tomorrow with our Technical Editor team, which will include both Sami Asmar and Jim Lux. I plan to raise this topic during that discussion. In the meantime, please feel free to share any additional thoughts or suggestions ahead of the meeting.
