[CESG] CESG-P-2024-08-001 Approval of SIS-MIA Motion Imagery and Applications Working Group Chair

To the CCSDS Engineering Steering Group:
CONSIDERING that:
the position of MIA Motion Imagery and Applications Working Group Chair is open,
DLR has nominated Flak Schiffner to fill that position and no other agencies have indicated other candidates,
Falk Schiffner has the necessary experience in the WG and excellent credentials, also in view of the fact he is currently appointed as MIA WG deputy chair;
and RECOGNIZING that responsibility for recommending a WG Chair is an AD responsibility,
And that approving the WG Chair is a CESG responsibility (CCSDS Org & Proc, A02.1-Y-4c2, Sec 2.3.2.3 CESG Responsibilities, Clause n);
RESOLVES to request CESG to approve the appointment of Falk Schiffner as the new MIA Motion Imagery and Applications Working Group Chair

-*Since 2023* CCSDS MIA WG Deputy Chair
- *Since June 2020 Research* at DLR - Space Operation and Astronaut Training, Lead of MIC Team (Media Internet Communication), Development of Future Communication System for Space Operations, CCSDS - Delegate - SIS MIA and Voice Group.
- *2020 Dissertation* in the Domain of Quality Assessment (subjective and instrumental) of Video Telephony (TU Berlin)
- *2017-2020 ITU-T Delegate*: active member, contributed with research on audiovisual quality assessment to international standardization activities within the ITU-T Study Group 12 for questions Q7 and Q19. These efforts led to the implementation of the new ITU-T Recommendation P.918, named "Dimension-based Subjective Quality Evaluation for Video Content."
