Regarding the conditions raised in CESG-P-2022-12-004 Approval to publish CCSDS 500.2-G-3, 
Navigation Data Messages Overview (Green Book, Issue 3), I have attached the copy of the document 
with revisions approved by Erik Barkley (initiator of the conditions), and Patrick Zimmerman (Lead Editor 
for the document). This revision also addresses Jonathan Wilmot's suggestion.

I am hopeful that with these revisions the document can now proceed to the CMC "Approval to Publish" 
Poll.

In response to my request below, Tom Gannett sent me the approval copy of the "Navigation Data 
Messages Overview" Green Book. Based on the conditions set by Erik, I have made some suggested edits 
in the document. It is my hope that these suggestions will address Erik's conditions and we can proceed 
to the CMC Poll for the document. Change tracking is on.


Erik: Please let Patrick and me know if these suggestions adequately address your concerns. If not, 
please let us know what needs to be added/subtracted/changed.


Patrick: Please let Erik and me know if these suggestions are acceptable to you as the document Lead 
Editor.


Note that I also addressed Jonathan Wilmot's comment. In my opinion, Peter's comments are too non-
specific to be actionable (and the material about which he commented has been in all prior editions of 
the document).

Dear Secretariat (Tom):




The topic of the conditions raised on subject poll came up at our recent CCSDS standards meetings here 
at JPL.




The Nav WG is aware of the events described in the referenced CPIF, and will plan to avoid 
conflicting/duplicate event definitions in the Navigation Events Message. If you could provide us with 
the Green Book review copy, we will add text to that effect in the NEM section of the document, and 
remove text that appears to conflict with the CPIF. We can also address Jonathan Wilmot's 
recommendation as well.




Note that the Navigation Events Message, while it is an approved project, has not yet commenced 
serious development due to a higher priority of the Lead Editor. Accordingly, we are well positioned to 
be able to avoid conflicts with the CPIF. 




Hopefully the above measures will resolve the concerns that led to the conditions. Please advise if 
further action is necessary.

CONDITIONS/COMMENTS:








Erik Barkley (Approve with Conditions): With respect to the in-development NEM (Navigation Events 
Message), I suggest that the NAV WG take a look at CCSDS 902.2-B-1, Communications Planning 
Information Format (CPIF). Based on the brief description of the NEM, it seems likely that many of the 
items planned to be reported in the NEM are already addressed in the CPIF. Also, the CPIF addresses the 
use case of observing apertures on celestial bodies other than earth. I think it wise to check the planned 
NEM content and compare against the published CPIF to help ensure that CCSDS does not produce 
duplicative standards. 








Peter Shames (Approve Unconditionally): There are a number of things in this document that I think are 
awkward. All of the defined terms include embedded notes that are several times the length of the 
fundamental def. The figures are some weird mix un-aligned with any style I can identify, and what I 
think are data objects are rendered in at least 2 different forms.








Jonathan Wilmot (Approve Unconditionally): Minor comment in section 3.2.1. The statement "The 
exchange of navigation data messages is most likely to take place after level-0 processing of spacecraft 
telemetry" seems out of context and level-0 is not defined. Recommend just removing the statement.
