Dear Sami, CMC, et al,

It seems that I need to point out that the CMC only has a role, as a courtesy, in being asked to propose candidates for WG and Deputy WG Chair positions.

According to the CCSDS Org & Proc doc, A02x1y4c2, Sec 2.3.3.4, it is the CESG that approves WG and Deputy WG Chairs (emphasis added):

2.3.3.4 Working Group Chairs

Working Group chairs are approved by the CESG. Candidates for selection as WG chairs must be recognized as a leading technical expert in the field covered by that WG. Candidates may come from any organization (including industry) and do not have to be employees of space agencies.

At the time of WG formation, the BOF may propose candidates for WG chair and deputy chair.

NOTE – It is assumed that Agencies having interest in the subject are actively participating in the BOF.

For existing WGs requiring a replacement chair or deputy chair, the respective AD may propose a candidate.

For both new and replacement chairs and deputy chairs, in the interest of fairness, the respective AD shall also invite the CMC via e-mail to propose additional candidates and potential resources. For new WGs, the CMC shall be allowed 14 calendar days to respond to such invitations; for existing WGs, the CMC shall be allowed 30 calendar days to respond. The respective AD shall determine nominees based on the proposed candidates, and final appointment of chairs and deputy chairs shall be accomplished by CESG poll.

NOTE – A single CESG poll normally approves formation of a WG and appointment of that WG’s chair and deputy chair.

Bottom line, the CMC does not “select the Chair nor Deputy Chair”.  I wanted to make sure that there was no confusion about this.

Dear CMC Members and Ignacio,

With the CMC meeting approaching 7-9 December, I would recommend a deviation from standard procedure for nominations. CCSDS Organization and Processes usually require that CMC members are given 30 days to nominate candidates for a Deputy Working Group Chair. If nominations were to conclude 8 December, the CMC could discuss and select a new Deputy Chair in-person.

The position of Deputy Chair for the Data Compression (DC) Working Group of the Space Link Services area is currently vacant and needs to be filled in.

Her application to the position has reached consensus within the DC Working Group.

Hereafter is her bio.

LUCANA SANTOS received the telecommunication engineering degree from the University of Las Palmas de Gran Canaria, in 2008, and the Ph.D. degree from the Integrated System Design Division, IUMA, in 2014.
She was a Visiting Researcher with the European Space Research and Technology Centre, The Netherlands.
She has participated actively in industrial projects in the field of hardware architectures for hyperspectral and multispectral image compression on GPUs and FPGAs for Thales Alenia Space España and the European Space Agency.
Since 2018, she has been with the Data Systems and Microelectronics Division at the European Space Agency.
She has been an active member of the CCSDS Multispectral/Hyperspectral Data Compression working group since the Spring Meeting 2014 (on behalf of ESA).
She has co-authored several scientific papers and has been a Reviewer of major international journals in her research areas.
Her current working areas include hardware architectures for on-board data processing, reconfigurable architectures, and hardware/software co-design methodologies.
