Hi Tom,
 
The dispositions for all of the PID inputs, from Gippo, Erik, and 
Jonathan, as well as the other RID inputs from Dan Smith, Marek, David 
Berry, Xiongwen He, and a couple of other reviewers, are all covered in 
the disposition spreadsheet that is attached, for your edification.  We 
sent it out last week, on 23 June 2020, along with the final version of 
the document.  So far we have gotten closure only from Gippo and Dan 
Smith.  We have asked the others to provide feedback by CoB 7 July. 
 
After that time, to avoid further delays, we will take silence as 
agreement and proceed with the formal request for the CESG second review.

Sorry if it felt like a "game".  That was never our intent.  Having looked 
back into the history of the RID/PID processing I now recall what 
occurred.  It if obvious, in retrospect, that we seem to have gotten some 
wires crossed within the SAWG in how the agreed resolution was translated 
into the final text.
 
The agreed resolution was as you showed it.  I.e.
Accept, with mods

To: There is no sensible EPP binding for MAL, but it could appear in a 
protocol diagram (or note) relative to CFDP or DTN
 
Please note that this text, as agreed by the SAWG, did not say "Add a 
footnote".  What it did say was "there is no sensible binding for EPP". 
Unfortunately, when Roger Thompson encountered this he read it as "insert 
a footnote", and he did so.  That was an error, and was not what was 
intended.  I guess we could have been clearer and just rejected your PID 
outright at the time, based on that technical assertion.
 
As stated earlier, the fix is to remove the footnote.  We will do that 
promptly.  Sorry for any confusion and thanks for agreeing to withdraw the 
PID.

       Just to be clear: 
1) I make a PID based on 371x0g0_CESG_Approval.pdf that never mentions EPP 

2) YOU send me a disposition that says PID accepted with modification and 
propose to add a footnote (as visible in 371x0g0_PID dispositions 23June20 
accept-ps.pdf) 
3) I say that I accept this disposition and I just I ask to follow good 
practice referencing the document 
4) YOU reply that "the correct fix for this is to remove that footnote", 
i.e. the opposite of YOUR disposition 

Sorry, this is a game I am not ready to play. 

I copy CESG to confirm that my PID is withdrawn.

I really wish to avoid misunderstandings.  There was never a reference to 
EPP in this document.  A mention of it was added, but only in a footnote 
in sec 7.3.2, on pg 7-5, in response to your original PID.  This was to 
clarify, for you, that there is no binding for EPP, only for SPP. 
 
I think the correct fix for this is to remove that footnote, since that is 
the only point at which EPP is mentioned at all.
 
Is that clear?

     I think there is a misunderstanding and I do not go further reading 
about 524.1-B. 
To avoid polemics and to save energy, I am accepting your change as shown 
in the snapshot. 

Since this change mentions a CCSDS blue book, it is "good practice" IMO to 
add the reference to the book. 
In a blue book this reference would be added in the informative annex, in 
a green this option is not available. 
So simple, editorial completion. No hidden purpose,

Thanks for taking the time to review the revisions to the spec.  I 
appreciate your diligence in this regard. 
  
I do, however, have an issue with your request in regards this PID.  I 
completely understand your desire to add a reference to the EPP, in 
addition to the existing reference to the SPP.  This would appear to be a 
simple, parallel, sort of change and in many other circumstances would be 
easy to agree to.  But in this case I do not think this is technically 
viable. 

I draw your attention to the requirement, within the MO MAL, for there to 
be a documented "technology binding".  There is no existing, documented, 
technology binding for the EPP, only for the SPP.  If you will look in the 
CCSDS 524x1b1, the " MISSION OPERATIONS—MAL SPACE PACKET TRANSPORT BINDING 
AND BINARY ENCODING" you will only find a reference to the SPP, CCSDS 
133x0b1.  There is no mention of EPP.  Furthermore, that MAL SPP binding 
includes a very complicated diagram showing how the fields of the MAL 
abstract message are to be mapped to the SPP fields, including primary 
header and extended secondary header.  I attach that diagram here. 
Since this relies on mapping the MO MAL fields to the APID and also to a 
specific secondary header, neither of which the EPP has, and there is no 
documented binding for EPP, I do not see how we can accept this.  This is 
not to say that an EPP binding could not be developed, just that there is 
not now one and creation of one seems unlikely.

Packet Protocol is also added among reference documents in section 1.6 
(where SPP is already mentioned with superseded version 1).

The final copy of that tracking spreadsheet is attached here so that you 
can easily determine the status of your PIDs and/or RIDs.  All of the raw 
and transcribed RID & PID files, in various states of completion , are

All of the changes to this document, as you will see from the raw, track 
changes, version of the Word doc are extensive in scope.  There is hardly 
a page that did not get touched.  That said, these changes, for all their 
breadth, are not "deep".  They are largely editorial and for clarity 
rather than to effect any substantive change in meaning or scope. However, 
because of their extent we do not think it appropriate to just ask to send 
this directly to publication.  Accordingly, we are asking that the SEA 
SAWG, and the reviewers who submitted PIDs or RIDs, review this final 
document and either concur with the changes, as made, or request further 
clarifications/adjustments.
 
We ask that you provide a response no later than two weeks from today, 
close of business, West Coast time, 7 July 2020.  If you do have issues or
