I think you can see that we have a good amount of agency and Area coverage, but that not all of the Areas, nor all of the "major" agency contributors to CCSDS, are engaged.  As I pointed out earlier, there is an opportunity to rectify this.

Please go to the mailman.ccsds.org and explore the list directly for yourself.  That is what I would have to do to get you that answer, and that is how to learn who has signed up for any of the CCSDS mailing lists.
