[CESG] [EXTERNAL] Draft MoM of CESG Meeting

An update from my perspective:  SC_CSTS concept paper - my recollection is that I stressed this would be a draft by the time of the fall meetings.  I don't expect a more or less complete concept paper until the time of the Spring 2020 meetings at which time the CSS Area will decide re making a formal request for project initiation.
