[CESG] New CESG Polls

Two new CESG polls have been posted to the CWE:

- CESG-P-2019-01-001 Approval to publish CCSDS 
123.0-B-2, Low-Complexity Lossless and 
Near-Lossless Multispectral and Hyperspectral 
Image Compression (Blue Book, Issue 2)
- CESG-P-2019-01-002 Approval to release CCSDS 
921.1-P-1.1, Cross Support Transfer 
ServiceSpecification Framework (Pink Book, Issue 1.1) for CCSDS Agency review
