[CESG] Change of CCSDS PoC for the liaison with IOAG

Dear all,

We have an agenda item in our webex tomorrow on the PoC of the IOAG 
liaison. There is a discussion at CMC level to change the PoC from the 
CESG Chair to the CMC Chair.

The main activities of the PoC are

to flow the collective user requirements concerning interoperability and 
cross support from the IOAG member agencies into the CCSDS.(via the 
Service Catalogues)
to report the CCSDS standards development plan and status to the IOAG on a 
regular basis.
to resolve with the IOAG on any discrepancy between the priority of the 
standard needed by the IOAG and the resource available to the CCSDS.
to advocate the CCSDS standards and architecture to the IOAG for infusion.
 
I will start a CESG round the Table per Area (AD and DAD) to get your 
opinion. I will then summarise our views and pass to the CMC as an input 
for their final decision.
