there was an agreement to treat this request with priority.

Resolution MOIMS-NAV WG-R-2017-11-001: Demote Navigation Hardware Message 
approved Project to Draft Project

The MOIMS AD,
CONSIDERING that the Navigation Hardware Message is a chartered and 
approved project of the NAV WG, and
NOTING that that for more than one year it has not been possible to 
identify the support of a second space agency,
REQUESTS that the CCSDS Secretariat initiate necessary polling to demote 
it to Draft Project.
