I suggest that the resources for the MB and GB are discussed during the 
joint meeting with the CMC. It will be more effective that launching a 
poll without all resources guaranteed

I doubt that ESA can commit the requested resources for the MB and the GB 
during 2017 / 2018

If I am wrong the Project can be approved during the discussions.
