[CESG] SIS Resolution to RECONFIRM SCPS-TP

I realize that we’d agreed to retire the SCPS-TP book during the email discussions and meetings.  The CESG believed it was better, since there ARE still terrestrial products that use SCPS-TP, that it was better to reconfirm SCPS-TP rather than to retire it.  Since the effect on us is nearly the same (with RECONFIRM we will have to do this again in 5 or so years, otherwise we leave it alone), I was willing to go with the opinion of the CESG and submitted a resolution to reconfirm (which was approved by voice vote).
