[CESG] CCSDS Project E-Mail Alert Fixes

CESG,
We have fixed the following e-mail alert issues within the CCSDS Project System:
1) When a new draft project was created, the URL to the project in the e-mail alert was not working properly.
2) When a WG chair or AD selected the “Request CMC Poll” button for draft projects anywhere from 1-19 identical e-mails were sent.
We are still working on several other fixes, and will communicate this to the CESG-All at a later time.
