[CESG] Proposed addition to SIS text for strategic plan

James asked a question about SIS collaboration with external standards bodies (the IETF) and the fact that it’s not mentioned in the Strategic Plan.  I propose adding (and have added, on the Strategic Plan framework page for SIS<http://cwe.ccsds.org/fm/sp/Lists/SISContent/AllItems.aspx>) the following extra bullet under SIS coordination.  I think SIS is probably unique within CCSDS in the degree with which we work with / coordinate with outside standards bodies (ok, there’s the OMG stuff and the XML work too, but we do quite a bit).

  *   SIS coordinates the internetworking mechanisms it develops, where reasonable, with similar mechanisms and capabilities defined for use with the terrestrial Internet, and in particular  defined by the Internet Engineering Task Force (IETF) and Internet Research Task Force (IRTF).  By coordinating with these terrestrial standards, SIS ensures that CCSDS’ needs are addressed in the terrestrial standards and that the terrestrial protocols can be made to interoperate with the CCSDS versions.  This will allow CCSDS to, for example, leverage commercially-available implementations of Bundle Protocol routers on the ground.

I suspect the CMC will have a shot at editing the text when they review.
