Dear Secretariat,

Please process as soon as possible this request for CESG (and then CMC) approval of the process of reclaiming the Simulator SCIDs that have been assigned in the SANA SCID registry, and further to relinquish any SCIDs for S/C that are no longer in active operation.  This has been discussed and agreed in today’s CMC meeting, but we need to process it as a formal approval.

SEA-R-2015-11-001  Request for CESG Approval of reclaiming simulator SCIDs from the Registry

The System Engineering Area,

CONSIDERING that:

The SANA Operator has analyzed the allocation of SCIDs in the SANA SCID registry and identified a number of issues:

  1.  SCID assignment codepoints are nearly used up
  2.  Many codepoints are assigned to simulators and other “flightless birds” that never are used to radiate signals
  3.  And that there are many spacecraft registered that are no longer in active operation

AND that:

The SANA Operator has identified that the number of codepoints available for assignment is near a critical point;

AND that:

The CESG and CMC have discussed this topic and there is verbal concurrence that the situation should be remedied as quickly as possible.

AND RECOGNISING that:

The CCSDS Policies require CESG and CMC approval for any SANA operational changes.

RESOLVES to request:

That the Secretariat create the necessary polls for the CESG, and then the CMC, to approve the policy change to rescind entirely the
assignment of SCIDs to simulators and other flightless birds;

And instruct the SANA Operator to:
1) Inform the Agency HoD and Agency Representatives (as defined in CCSDS 320.0-B-6) of this policy, and to
2) Signal the Agency Representatives of the specific SCIDs that will be affected, and to
3) Recover the affected SCIDs so that they may be re-assigned, and to
4) Separately send the Agency HoD and Agency Representatives the list of all currently registered SCIDs for that agency with a request to
relinquish all of those that are no longer operational.

And assign the action to the SEA to update the SCID code assignment document (CCSDS 320.0-B-6) to reflect these policy changes and otherwise to align with the the SANA registry changes that are in progress.
