Per our discussion, I intend to add the text below to the SANA
Considerations of CCSDS 521.1-B-1, Mission Operations Common Object
Model (Blue Book, Issue 1), with the understanding that any details
that need to be fixed will get fixed before publication. If it
satisfies your condition, let me know.

The recommendations of this document request SANA to create a
registry named "Data Archive Ingest XML" that consists of a set of
XML schemas and XML service specifications. The initial registry
should be populated with the schema and XML detailed in annex A of
this document.
The registration rule for additions to this registry requires no
engineering review, but the request must come from the Data Archive
Ingest Working Group Chair or from the Mission Operations and
Information Management Services Area Director.
The registration rule for change to this registry requires an
engineering review by a designated expert. The expert shall be
assigned by the Data Archive Ingest Working Group Chair or by the
Mission Operations and Information Management Services Area Director.
