The TWO SECTIONS approach for Yellow Books web page looks nice to me.
Actually I would reverse the order with Normative procedures first (but this is not essential)

How about this (paraphrased from the CCSDS Org & Proc doc):

CCSDS Record documents (Yellow Books) may be reports, meeting records, or interoperability test plans and reports (Reports & Records), and they may also document normative CCSDS internal processes, procedures, and controlling guidelines (CCSDS Normative Procedures) .

The underlined titles should link to those two sections, with those new titles.  This work for everyone?
