Hi Laura,
How about this (paraphrased from the CCSDS Org & Proc doc):
CCSDS Record documents (Yellow Books) may be reports, meeting records, or interoperability test plans and reports (Reports & Records), and they may also document normative CCSDS internal processes, procedures, and controlling guidelines (CCSDS Normative Procedures) .
The underlined titles should link to those two sections, with those new titles. This work for everyone?

Is someone is willing to write up new text for the top of the “Existing” Yellow book page?

What it would do is call reference to both the “Management” and “Technical” sections on the page, while using an HTML bookmark to take the user there.
It would be very similar to the way we link to “Orange Books” on the Area based publication pages.

Sorry Laura, but I think that is exactly the wrong approach. We really have two different sets of Yellow Books, some that are CCSDS management / administrative publications, that are normative on CCSDS itself, and others that are various flavors of reports and plans. This distinction is described in the CCSDS Procedures (a Yellow Book and normative on all of CCSDS).
With this approach that distinction is lost, so I would not recommend it at all.

It appears that having two separate categories may by the wrong approach.
For the sake of simplicity, I have created a “hidden” page where all 11 Yellow books fall under one category.

Dear All,
I just checked http://public.ccsds.org/publications/YellowBooks.aspx and it looks to me that the splitting between the two categories is somehow hard to see.
So I would recommend a clearer separation (see #1 in attached snapshot) and having a very visible remark (e.g. a pointer in position 2) that thre is also a second category (not for importance) of Yellow Books.
