[CESG] CMC comments to CCSDS Strategic Plan / doc numbers

I understood that the CMC was asking that the Strategic Plan have mid term
(2-4 years) and longer term (beyond 4 years) projects. That was what I was
responding to.  I understood that we agreed that the Strategic Plan was to
be captured, along with current projects, in the CWE. I was, in fact,
responding to the CMC requrest for more mid term and long terms projects
and the request, as I understood it, that these be in the CWE / Framwork.
If this is the case then we all need to insert mid term and longer term
projects, which do not yet have resources, into that framework.

Isn't this what we have all been discussing?  If not, then I would assert
that ONLY current projects that have resources go into the Framework and
that longer term projects, that have not yet started, only go into the
Strategic Plan document, but are not in the Framework.  Which is it to be?
 I thought it was the former, not the latter.
