at the CESG teleconference this past Tuesday I promise to provide you any comments I had on the updated CCSDS procedures manual by today. My comments are immediately below.

1) poll extension: I believe in the past there has been a bit of controversy when an area director request an extension to a poll. I have in the past upon occasion made such a request when my calendar cannot accommodate a due date. I believe this is preferable to failing to achieve a quorum. Perhaps it is worthwhile to note a small procedure here which is to have the area director request extension and copy the CESG when making such an extension request.
2) Boot camp: it seems a bit overly restrictive to require the attendance be in conjunction with the semiannual technical meetings. We have discussed in the past the possibility of Secretariat representation at a particular member agency facility for the purposes of conducting such a boot camp. I believe this would be sufficient and does not necessarily have to be mandatory as part of the technical semiannual meetings.
3) Document number ownership: in section 6.3.2, it is indicated that some areas may "own" a block of numbers. How is this ownership established? And maintained? There seems to be no procedure associated with this.
4) Architectural principal A11: use of common vocabulary and definitions is a nice principle. Do we have procedure for maintaining this common vocabulary?

Please find attached a consolidated set of MOIMS including also my comments as CESG Chair
I, as CESG Chair, conclude that the proposed updated YB contains certain changes that need an in-depth discussion with the WG chairs and ADs/DADs. Therefore the CMC poll can not be initiated.
These issues are namely:
* Delivery of Interoperability Test Plan at the beginning of the recommended standards process
* Compliance with a new ICS YB, which was discussed at CESG level in general terms, but without the YB on the table.
Therefore, I recommend the following way forward
1. collect / consolidate all comments received by 4th Oct 2013
1. Discuss the main issues at the CESG next webex telecon (to be organized asap)
1. Present the main issues at the San Antonio Plenary
1. CESG Chair will contact personally all WG chairs during the Technical Meeting at San Antonio
1. Discussion / agreement of issues, such that the YB can start the CMC poll (with the aim to have it approved before the Montreal meeting)
