[CESG] Update to Delta - DOR charter

Peter,
        as the charter has been <Updated to add new Quasar Magenta Book 
and projects to do revisions to the existing Green Book and Operations 
Magenta Books.>, I think there is a resource impact (of course such 
resource impact is specified in the relevant CWE Projects).
Therefore, more than having a dedicated CMC Poll for charter approval, it 
should be part of the package for the ongoing CMC-P-2013-11-003.

I think that - if everybody agrees - this should be our general approach; 
i.e. providing the updated charter (unless unmodified) and the CWE 
Project(s) for CMC Poll and to CESG for infromation.

PS I just notice at

that DLR has put this as approval condition "please inlude the new 
projects as well in the Scope of Activity of the charter."

changes to the projects sent along earlier.  No change In resources is 
envisioned.
