As I remember,

MOIMS and SLS experienced that  sometimes an AD was not aware of an 
updated / new  Project. Therefore the poll went directly from a WG chair 
to the CMC. We recommended to include in the YB the AD approval

As a consequence, there was a change in the YB Proc. stating that every 
new / modified Project had to be polled at CESG and CMC level.

We discussed at the last CESG that this would generate too much entropy, 
and agreed that 

AD has to approve an updated / new project and the CESG has to be 
notified. CMC poll can then be raised.
