OK, Keith, let's assume that the sharing between SIS-DTN and SIS-CFDP 
working on the same book is OK with SIS-DTN producing Issue 5  (*) and 
SIS-CFDP eventually producing issue 6 (#).
It remains the point of expressing this properly to all the approving 
communities (i.e. CESG now, and eventually CMC; and with respect to CMC is 
also mandatory the CWE Project linked to WG creation as the CWE Project is 
the only place where resources are identified).
Therefore the correct relationship between the two WGs and Projects has to 
be clear in both the SIS-CFDP Charter and in the (to be added) CWE Project 
for CFDP Book Issue 6.
Let's also assume that pink sheets go out quickly. Even with  a fast 
agency review, is publication before Fall 2013 possible? 
If not, does it make sense to approve now creation of SIS-CFDP for San 
Antonio (also considering that there is large overlap in the actual people 
involved in SIS-DTN for the specific CWE Project) .

Note that I am not against the SIS-CFDP WG, but I would like to avoid 
seeing CMC blaming CESG for missing information etc.
Moreover, I would really appreciate listening to the opinion of other 
CESGers.

(*) formally speaking, as SIS-DTN will produce Issue 5 of the Book, 
SIS-CFDP cannot claim they will do the 5 years review as the Issue 5 will 
be dated sometimes in 2014 :o)
(#) It is likely that Issue 6 would be dated 1 year or a little more from 
Issue 5, and in the past we tried to avoid updating docs too frequently if 
not strictly needed.

You are correct, except (as detailed below) I don?t think there?s a danger 
of having ?concurrent / possibly conflicting changes? to CFDP.
 
I think #2 (the pink sheet) can be done way before the due date, as the 
draft modification includes only a very minor modification of the existing 
protocol.  My hope is to have the pink sheet out for review within a month 
or so.  This would allow the pink sheet to be completed before the CFDP 
update WG gets under way.
 
Scott provided some draft project material for the CFDP update projects 
that I?ve also entered into the CCSDS Update WG Framework.
 
I don?t think there?s any danger of concurrent updates / duplication of 
effort since:
1)    I expect the Pink Sheet to be done before the CFDP Update WG gets 
well under-way
2)    The community of interested parties is small enough that the Pink 
Sheet material, even if not completed by the time the CFDP update WG gets 
going, can easily be made known to the CFDP update WG.

Keith, 
        let me understand the situation. 

1) The latest version of the CFDP Blue Book is Issue 4 dated January 2007 
(see http://public.ccsds.org/publications/archive/727x0b4.pdf ) 
2) SIS-DTN is currently running a project titled "CFDP-over-BP Pink Sheet" 
for producing Issue 5 of the  CFDP Blue Book.

This project is supposed to finish the work in August 2014. 
3) It is proposed to create (resurrect) a SIS-CFDP WG to "accomplish the 
mandated 5-year reconfirmation review of the CCSDS File Delivery Protocol 
(CFDP) Blue Book"; i.e. to work on  CFDP Blue Book Issue 4. 
4) The SIS-CFDP has currently no linked/proposed CWE Project so it is not 
possible to know when it will start work and will it will finish it (e.g. 
in parallel with SIS-DTN or after SIS-DTN issues CFDO #5?). ==> A CWE 
project linked to SIS-CFDP shall be created also to allow CMC to approve 
relevant resource needs. 

It appears to me that with this situation we have a chance of having two 
WGs working on the same issue of the book (i.e. issue 4) unless SIS-CFDP 
will wait for Issue 5 being finalized bu SIS-DTN. 

Sorry, but I am just puzzled. 
Can you shed some more light?
