Nestor:  I believe the ?Request CMC Poll? was not checked.  In that case 
an alert goes to the Secretariat to set up a poll, but that was not the 
subject of the message received by Jean-Marc.  
 
Whenever an agency is added to a project, the agency gets an alert right 
away (not waiting for a CMC poll) because the CMC members want to know 
immediately when a WG chair wants resources from their agency.  We do not 
want to wait for a CMC poll to find that out.  The agencies want to be in 
on the beginning of the resource negotiation process.  
 
In the ideal case, the CMC member should already know that his agency 
representatives in the WGs are committing his resources to new work.  This 
is a safety measure to insure that he is told about the usage of his 
agency resources one way or another, and as soon as possible.   
 
Ø  How can a Project be crated without an approved updated charter ? 
The basic idea of creating projects that are separate from charters is so 
that the charter doesn?t have to go to a poll every time a project (that 
is already within scope of the charter) is created.  If a charter says we 
have scope over ?all types of file transfer?, and a project is added that 
is a ?specific type of file transfer? then the WG should be able to add 
that file transfer project without necessarily having the charter text 
changed.  The CMC has already approved the scope of the work for the WG, 
but with the project approval is finally approving the viability of the 
project considering resources.  
 
Ø  Did CESG approve the Project ?
No, the alert for the WG?s *planned* usage of agency resources goes to 
(only) affected CMC members well before the project approval stage.  
 
So, the CMC members should only have doubts when receiving a message like 
this if they are surprised that the WG plans on resources from their 
agency.  And we want them to be able to address that with the WG chair 
well before the project comes to a poll.  
 
Does that make sense?

I am dealing within MOIMS with a new Project added in the DAI WG.for a MB 
(Data Preservation Process) 

The Project was created and the box Request CMC Poll [ ]was ticked.(I 
assume) 

Therefore an alert was sent to (I believe) the candidate Agency (CNES in 
this case) . See below the mail received by JM Soula 

but, 

The DAI charter needs first to be modified and it shall go through CESG / 
CMC Poll (together with the new Project) 

We need to discuss this, The way in which is done does not look like 
robust 

and it poses a lot of doubts on the CMC representatives addressed by the 
mail 

i.e.
