[CESG] Revisiting the "XML SIG"

There was a discussion on XML at the last CMC.

I press the CMC  to place upon the Agency delegates an action to nominate 
staff to support the XML guidelines (preferably not current CCSDS members 
and XML experts in their Agencies))
